

To win a tourism victory in this situation you could a) reduce Greeces culture output to slow down the growth of their target number (steal their purple city states, steal their art, steal their cities) and b) increase your own tourism (to win faster) and culture (to stop Greece from winning) or c) eliminate Greece entirely (with only England left, suddenly your progress is 150/103). Greece has less progress than you (140), but is still closer to a culture victory than you, because they have to beat a lower target number.) England has barely invested in Tourism at all, so their progress (20) is low. (In my example your progress of 150 is higher than England's target number, but lower than Greece's.

When I look at the cultural victory tab, it sometimes says I'm 18 turns away from winning, sometimes that I'm 178 turns from winning and sometimes that I'm not going to win that way at all. This game I'm playing India with Chandragupta as my leader and I am killing it! I'm in the lead in every category and while I will easily win with science or diplomacy, I can also taste a cultural victory. I've wanted a cultural victory for a while but it always seems too far out of reach so I end up with diplomacy or science. I'm always on the lookout for the other victory types but I play everyone from a fairly pacifist position and I find the religion mechanics a bit painful at the best of times. I play on Price and it's not too challenging if I get a decent start and I tend to win by either science or diplomatic victory. I've been playing a lot of Civ 6 recently and have gotten fairly competent at it.
